CBD and cannabis rules in the Netherlands: avoiding the tolerance myth
The Netherlands is often described as having legal cannabis. Its government instead describes cannabis as illegal with specific non-prosecution and controlled-supply arrangements. That policy does not automatically determine the status of a CBD food or vape liquid.

What the Dutch government actually says
Government.nl says possession, sale and production of drugs are against the law, while explaining circumstances in which possession of small cannabis quantities is not prosecuted and an experiment is testing a controlled supply chain.
That nuanced policy is frequently reduced online to ‘cannabis is legal in Amsterdam’. The simplification is unsafe and particularly unhelpful for CBD, because product category and composition remain separate questions.
CBD is not a coffee-shop category
An oil, food supplement, cosmetic or e-liquid does not acquire legal status from coffee-shop tolerance. CBD foods must also be considered against EU novel-food rules and the national authority's current treatment of the specific product.
Likewise, the absence of an intoxicating claim does not prove the absence of THC or another controlled cannabinoid. Product evidence and reporting limits still matter.
