CBD in France: official rules and consumer context
France permits some non-medical CBD products only when the relevant hemp, controlled-drug and product-category conditions are met. The rules cannot be reduced to one THC percentage.

The official French framework
France's MILDECA explains that CBD products must first satisfy narcotics-law conditions and then the rules applying to their intended category. Eligible hemp varieties, plant material and controlled-cannabinoid composition all matter.
The authority also describes how the 2020 Kanavape judgment changed the legal context for CBD lawfully produced in another EU member state, while leaving proportionate public-health controls possible.
Food, cosmetics and vaping are not interchangeable
MILDECA states that cannabinoid foods engage EU novel-food rules, while cosmetics and vaping liquids engage their own safety, chemical and labelling regimes. A product acceptable in one category is not automatically acceptable in another.
French guidance prohibits unauthorised therapeutic claims. A flavour name, wellness testimonial or low-THC claim does not convert a consumer product into an authorised medicine.
